Spectrum is Charter Communications' consumer brand. If you see a "Charter outage" reported anywhere, that's the same underlying network powering your Spectrum internet, TV, or mobile service. There is no meaningful difference between the two names in a residential context.
When it's not just Spectrum
Occasionally a national event knocks out multiple ISPs at once — a Level 3 / Lumen backbone incident, a major DNS provider outage (Cloudflare, Google DNS), or an AWS us-east-1 event that takes down a chunk of the internet.
