Charter Outage — Same as Spectrum

"Charter outage" and "Spectrum outage" mean the same thing. Charter Communications is the corporate parent that operates the Spectrum brand for internet, TV, and mobile. If you're a Charter customer, you're a Spectrum customer.

Why the two names exist

Charter Communications is the second-largest cable operator in the US. In 2016 it acquired Time Warner Cable and Bright House Networks, then rebranded all consumer services as "Spectrum." The Charter name lives on as the corporate parent (traded as CHTR on NASDAQ) and appears on some billing and legal documents, but the network, support, and service are all Spectrum.

Where you'll still see "Charter"

On your bill's legal name ("Charter Communications Operating, LLC"), on FCC filings, on SEC reports, and in older news articles about outages. Everything a consumer touches — the router, the app, the store, the support number — is branded Spectrum.
